The position

1. CONTEXT

As part of the implementation of the Permanent Secretariat of the Permanent Dialogue Mechanism of ITURIANS, afflicted by the security situation arising from community conflicts and local armed groups, which cause thousands of deaths, injuries, and displacements. The main mission of this framework is to create an environment conducive to the taking and acceptance of the Secretariat's decisions and an atmosphere of open dialogue. CONGO PEACE CENTER with the technical support of SODEICO Manpower is recruiting an executive to assume the function of Administrative and Financial Manager.

The incumbent in this position will be responsible for the strategic and operational management of programs, coordinating activities between stakeholders and ensuring the effectiveness of initiatives.

Key Deliverables

Administrative and financial manager will assume the following tasks and responsibilities:

  • Ensure the complete management of the organization's finances, including the preparation, development, and monitoring of annual budgets and financial forecasts. Ensure compliance of accounting operations with local and international standards, as well as proper cash flow management.
  • Conduct regular analysis of expenditures against budget, propose necessary adjustments, and ensure that funds are used optimally.
  • Prepare monthly, quarterly and annual financial reports for management, funders and stakeholders, providing detailed analysis and recommendations.
  • Prepare and facilitate internal and external audits. Ensure that all financial transactions comply with applicable accounting and tax standards. Implement strong internal controls to minimize the risk of fraud or mismanagement.
  • Oversee the administrative management of employees, including payroll, benefits, employment contracts, as well as aspects of performance management and employee development.
  • Monitor funding allocated to humanitarian projects, coordinating fund management with project managers, tracking expenditures, and ensuring traceability of funds for each project.
  • Provide advice to management on financial resource management, propose solutions to optimize costs and improve operational efficiency. Participate in long-term financial planning and strategic decision-making for upcoming projects.
  • Maintain strong professional relationships with financial partners, donors, external auditors, as well as local tax authorities and regulators.

Manage purchasing, procurement and contract processes, ensuring compliance with internal and external regulations and ensuring proper resource management. * Stay informed of changes in tax and accounting regulations and ensure the organization's compliance with these legal requirements.

  • Excellent financial management, accounting and budgeting skills
  • Mastery of administrative processes and human resources management
  • Project management and activity monitoring skills
  • Good knowledge of budgetary and accounting standards and regulations;
  • Ability to write financial and administrative reports;
  • Communication and interdisciplinary coordination skills;
  • Knowledge of the issues and practices of the humanitarian sector (an asset).

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • University degree (bac+5 minimum) in accounting, finance or similar discipline;
  • Have at least 5 years of general experience as a professional in the finance and accounting field;
  • Have at least 4 years of experience as a Financial Administrative Manager, ideally in a donor-funded project.

LANGUAGES

  • Perfect written and oral command of French and English;
  • Perfect command of SWAHILI is an asset

COMPUTING

  • Advanced skills in Microsoft Office and accounting and finance software, specifically in the project management sector.
