Enabel is a Belgian development agency that provides structural assistance and supports emergency interventions aimed at preventing the spread and/or prevention of health emergencies. Enabel carries out its missions in close collaboration with the country's health authorities and in compliance with medical ethics, following a health system strengthening approach.
Enabel Burundi is actively seeking an Administrative and Financial Manager (AFM) whose objective is:
- To ensure the financial and administrative management of projects.
- To collaborate with the Contracting and Administration Expert (ECA) to ensure excellence in the delivery of intervention services under the supervision of the Finance and Contract Manager (MFC).
- To manage the service center at the financial level.
- To coach financial staff, oversee the identification of needs and achievement of objectives, and encourage cooperation and teamwork.
- To take measures to ensure the effectiveness and efficiency of the organizational structure in order to provide excellent customer-oriented service.

- Prepare budget and financial reporting to ensure efficient use of funds and reliable financial reporting : Ensure rigorous financial management of a program through budget monitoring, cost control and resource optimization, while ensuring compliance with contractual commitments. This includes overseeing accounting, treasury, banking relationships and reliable reporting to stakeholders.
- Supervise the accounting and financial implementation of grant agreements/special cooperation agreements : Manage organizational assessments, validate associated risks and control measures, supervise partner audits and ensure financial monitoring of grants.
- Manage fiduciary risks, internal control and audit action plans : Ensure proactive management of fiduciary risks through assessment, implementation of internal controls, monitoring of their evolution and implementation of post-audit action plans.
- Facilitate the improvement of the organization, processes, and systems of partner structures, as well as the skills of their staff. Support partners in evaluating and strengthening their administrative and financial management through strategic advice, facilitating change, and optimizing their internal operations.
- Technical expertise: Actively contribute to operational strategy and the development of governance tools while providing advice, inter-institutional coordination, external representation and optimal circulation of information in their area of expertise.
- Coordinate the service center in the field of finance, by organizing the establishment and pooling of available human and financial resources in the best possible way : Guarantee an efficient organization of the financial function at the national level by coordinating the RAFs, strengthening internal control, harmonizing procedures, and supporting structural and systemic developments with key players.
