All of its staff are mobilized daily to meet the basic needs of civilian victims endangered, marginalized, or excluded by the effects of natural disasters, wars, and/or situations of economic collapse. The Democratic Republic of Congo (DRC) remains one of the world's most complex and protracted humanitarian crises, marked by a combination of armed conflict, socio-economic and political fragility, food insecurity, climate hazards, and recurring epidemics. The country has the largest number of people experiencing acute food insecurity in the world, with 26.6 million people, or approximately 22% of the population. Children are particularly affected by acute malnutrition.
The DRC also faces regular outbreaks of diseases such as cholera, measles, COVID-19, Ebola virus disease, polio, meningitis, and malaria. This epidemic risk is exacerbated by limited access to safe drinking water, hygiene, and sanitation, as well as low vaccination coverage.
Armed conflicts remain particularly concentrated in the east of the country, notably in the provinces of North Kivu and Ituri, causing chronic population displacement, significant protection needs—particularly related to gender-based violence—and a deterioration in food security and access to essential services. In 2025, the situation worsened considerably with the intensification of clashes between the M23, local armed groups, and government forces. This instability led to further mass displacement and a worsening of humanitarian needs in areas hosting internally displaced persons and returnees. According to OCHA, 2.1 million new displacements were recorded in 2025, bringing the national total to 5.7 million.
In North Kivu, the capture of Goma by the M23 in January 2025 and the dismantling of camps for displaced persons in the surrounding area affected more than 500,000 people. Population movements continued throughout the year, with 1.33 million internally displaced persons and 2.09 million returnees recorded in the province by September 2025. Furthermore, according to an ICRC study conducted in September 2025, 85% of health facilities in North and South Kivu were facing drug shortages. The decline in humanitarian funding is further exacerbating the challenges of responding to the crisis.
To respond to this crisis, Première Urgence Internationale (PUI) has maintained and strengthened its interventions in the provinces of North Kivu, South Kivu, and Ituri, despite a context of limited funding. Through its permanent teams and emergency deployments, PUI implements an integrated approach in the sectors of health, nutrition, water, hygiene and sanitation (WASH), mental health and psychosocial support (MHPSS), and protection, with strong community engagement in health promotion, nutritional screening, and community mobilization.
Despite persistent insecurity and fragile infrastructure, the teams continued to provide vital assistance while supporting local health facilities. To date, PUI is implementing eight projects and is working in Goma, Masisi and Kitshanga (Little North Kivu), Beni (Greater North Kivu), Mahagi and Bunia (Ituri), as well as Baraka in South Kivu.
