Organisation
We Effect is a decentralised organisation. Outside Sweden, operations are managed by Country Operations Offices. Within the Country Operations, some countries are managed by Country Managers while countries which do not quality as fully-fledged Country Operations Offices, We Effect is represented by a Country Liaison Officer (CLO) who reports to the Manager in charge of Country or Countries of Operation. The CLO has the responsibility of being the contact person of We Effect within the Country. In discharging his / her duties, the CLO will coordinate with other team members based in the Country / Countries of Operation.
Role
The overall role of the CLO is to work with strategic development of We Effect engagement in the Country, ensure effective development cooperation, which includes overall quality assurance and compliance at all levels, harmonisation of work performed in accordance with We Effect values, strategies and policies, oversee implementation of programmes, and to represent We Effect within its field of activities in the Country.

Representation and liaison
a. Act as We Effect’s representative in coordination forums / activities with other donors, Embassies, international civil society organisations, government and its agencies and other networks in the Country.
b. To assume, develop, respect and promote the We Effect principles and values expressed in Global and Country Strategies.
c. Contribute creatively to new initiatives, proposals for the improvement of the organization’s work in the Country and globally.
d. Monitor the context of development cooperation in-Country and adjust accordingly.
2. Programme and Project Support
a. Be the overall overseer of programmes, projects, and budgets allocated to the Country and always be informed of all initiatives that We Effect has in the Country.
b. Analyse the economic and social political context in the work areas of We Effect and advise accordingly in development of new programs or projects.
c. Keep the Manager- East Africa Operations informed of new developments and opportunities for collaboration in the Country.
3. Partnership Management
a. Encourage the development of relationships with partner organizations based on a concept of shared values, mutual respect, reciprocity in learning and transparency.
b. Support partner scooping and identification processes.
c. Support partners onboarding processes up to and including signing partnership agreements.
d. Undertake periodic monitoring review, assessment and monitoring sessions to ensure targeted capacity building.
e. Ensure compliance with set out global partnership standards including documentation and filing of required documents for effective partnership management
f. Ensure that partnerships are managed effectively and in compliance to the set-out partnership management procedures.
g. Ensure programmatic and financial compliance by all partner organisations, consultants and other engaged actors within the Country.
4. Resource Mobilisation
a. Identify local and global funding opportunities, analyse calls for proposals and donor strategies to establish if they are fit for the Country.
b. Participate in the development of concept notes and full applications at various levels depending on how the teams are constituted.
5. Operational Coordination
a. Ensure all administrative and compliance processes are undertaken in accordance with set-out organisational procedures and in a timely manner.
b. Coordinate with finance teams on vendor payments and documentation.
c. Ensure follow up and action on audit recommendations within the country office and at partner level
d. Ensure good organization and management of correspondence and general documentation.
e. Ensure compliance with security standards and policies at the office (personnel, assets, information, etc.).
f. Support the coordination and implementation of official activities and visits.
g. Implement the practice of administrative norms and policies.
h. Ensure compliance with We Effect rules and procedures for procurement and asset management.
i. Facilitate procurement, logistics, and administration for in-country activities.
6. Staff Management, Leadership and Motivation
a. Provide leadership of staff within the Country Office and ensure observation of set-out procedures in organisational policies and codes.
b. Contribute actively to the development process of the We Effect team within the context of Eastern Africa Operations.
c. Maintain teamwork among staff, volunteers, interns and ensure that the work environment remains conducive for staff, interns, or volunteers always.
d. Undertake staff dialogue as per the existing HR guidelines.
7. Information and Communication
a. Provide regular updates to the Eastern Africa Operations Office / Global Team on new developments.
b. Translate and interpret relevant documents / information during official engagements if required.
c. Track and share government circulars, NGO coordination meetings, etc.
8. General
a. Execute any other tasks assigned by the line manager.

Education 1 Bachelor’s degree in development work, humanitarian studies, social sciences, or fields related to the position. Master’s degree in related fields would be an asset. Specialized / Professional Training 1 1. Post-graduate certification / training in Project Management will be an added advantage. 2 2. Proven knowledge of Project Cycle Management. Experience
Language Fluent in English and local dialects. Others Working knowledge of computer application packages and digital platforms that support programme work.
