Job Description
The Country Human Resources Manager 4 plans, organizes and monitors HR activities in the assigned area of responsibility. S/he ensures that overall administration, coordination and evaluation of HR plans and programmes are carried out.
The CHRM brings insights into HR matters, provides professional HR services and advice, and sees to it that needs are translated into HR objectives and that HR strategies are aligned with strategic objectives, to enable responses to operational needs and challenges.
The CHRM is responsible for providing professional HR. L&D and Staff Health support, services and provide advice to management and to all delegation staff members in line with the organization's People Strategy, to enable line managers and employees to respond appropriately to operational challenges.

HR Management
- Translates operational needs and challenges into local HR strategy and priorities, reflected in the PfR and the Yemen Operational Plan, and aligns these with the People Strategy.
- Implements the corresponding action plan validated for the delegation.
- Lead on strategic workforce planning through having complete overview of the mobile and resident staffing structure as well as the gaps and vacancies. Support the annual PFR planning process by advising on staffing structure and consolidating the staffing needs per department.
- Ensure that the delegation has the appropriate staffing structure to deliver on operational objectives, this includes working with departments to ensure that the structure is well designed and that the grades of the different role are appropriate to the work being carried out.
- Oversee the work of the HR department, ensuring that policies and procedures are up to date and appropriate to the working environment.
- Ensure HR processes are implemented and related services (recruitment, HR administration, training, staff health and well-being) delivered according to ICRC policies and guidelines and in compliance with local legislation.
- Working with the Comp & Ben COE in GVA, ensure that the salary scales, annual salary review, application of allowances, etc. are implemented properly and are appropriately implemented in the delegation, with the purpose of ensuring that the ICRC in Yemen can attract and retain appropriately qualified staff.
- Advise and coach line managers in fulfilling their people management responsibilities.
- Support managers and staff in ensuring that staff are performing their functions well and that under-performance is dealt with appropriately.
- Implement ad hoc HR projects and initiatives, particularly implementing improvements which arise out of audits and the HR Quality Assessment exercise.

- Facilitate collaboration and communication between the delegation and HR units at headquarters.
- Create and maintain internal communication channels and tools, particularly liaising and working with the Staff Committees in each sub site, to ensure that the views of staff are heard and reflected in HR policy and procedure.
- Work with Field Co to ensure that the HR & Staff Health elements of security planning, risk analysis and critical incident management are in place.
L&D
- Oversees the work of the L&D team and ensures that they are able to deliver an effective L&D service to the delegation.
- Monitor the implementation of training in the delegation and ensure that training records are kept up to date
- Approve iDevelop requests for staff in the delegation
Staff Health
- Supervises the staff health team and ensures that they are delivering efficiently
- Oversees and supports the implementation of the delegation staff care policy
- Supervises the implementation of the medical provision scheme and authorises any exceptions to the medical provision scheme
- Ensures that the psychosocial focal points are supported and able to deliver in their role
