Job Description

After gathering the required documents, the consultant will compile the dossier and submit it to the Ministry of Foreign Affairs to obtain the renewal of the WCS/DRC headquarters agreement for a period of 10 years or more. This renewal will cover the period of the various Public-Private Partnership (PPP) contracts for the management of protected areas and the overall conservation support agreement. In conducting the negotiations, the consultant will provide WCS with good offices, employing diplomatic language and practices to ensure a suitable environment for the headquarters agreement renewal process

Key Deliverables

 Gather all documents required for the renewal of the Headquarters Agreement • Ensure the documents meet the Ministry's requirements and immediately inform the WCS/DRC National Representation • Liaise between the WCS National Representation and the Ministry of Foreign Affairs • Monitor and ensure the progress of files related to the renewal of the Headquarters Agreement with the various government departments and ministries • Attend all appointments or spontaneous meetings requested by the administration • Negotiate the benefits associated with the Headquarters Agreement in the interests of WCS/DRC to obtain conditions and privileges that facilitate the smooth operation of activities • Advise and guide the Representation on the appropriate course of action during the Headquarters Agreement renewal negotiation period. Recruitment Requirements: • Submit a consultancy proposal detailing the technical and financial aspects of the proposed approach. • Be available throughout the headquarters agreement renewal process, from May 15 to September 30, 2026. • Commit to effectively carrying out the tasks assigned under the consultancy contract. Expected Results: • Progress of the file through the headquarters agreement renewal process, • Preparation of the file to be submitted to the Ministry of Foreign Affairs for the headquarters agreement renewal, • Contribution to the drafting of activity reports under the current headquarters agreement, • Effective liaison between WCS and the administration, • Favorable opinion from the Ministry of Planning for the headquarters agreement renewal, • Favorable opinion from the Ministry of the Environment/ICCN for the headquarters agreement renewal, • A new headquarters agreement between WCS and the Congolese State for a period of 10 years or more, commencing on October 1, 2026.General Submission Conditions The following general conditions apply to all proposals submitted in response to any Request for Proposals (RFP) issued by WCS.

Compliance, Risk Management, and Regulatory Affairs The consultant for this position must: – Be a Congolese national and enjoy full civil rights – Have a good reputation based on high moral integrity – Have a good knowledge of the Congolese administration, particularly the organization of ministries – Have experience in international negotiations, especially for obtaining or renewing headquarters agreements for international non-governmental organizations – Be familiar with diplomatic procedures, particularly between states and international non-governmental organizations – Have a thorough understanding of the workings of international non-governmental organizations – Possess a strong ability to synthesize multiple and complex documents.
