                        Job Description
FHI 360 is seeking three qualified candidates to fill a position of Community Health Service Delivery Technical Officer for the EpiC Uganda project to provide technical support to community-level integrated life-saving HIV/TB health services in seven regions of Uganda.
Job Summary:
The Community Health Service Delivery Technical Officers will provide technical support and oversight to the implementation of the EpiC Uganda project for community-level integrated HIV/TB services in the East, West, and North regions of Uganda. The primary responsibility of this position is to ensure successful implementation of the community-level elements of the EpiC Uganda work plan and achievement of the project’s targets and goals. The Community Health Service Delivery Technical Officer will provide coordination of and assistance on strengthening community-based platforms and supporting deployment of newly trained Community Health Extension Workers (CHEWs) in communities as per MOH policies in his/her respective regions. This role is highly collaborative, working in tandem with regional government and non-governmental stakeholders to strengthen governance and planning related to community-level health services.

Accountabilities:
- Supports the implementation and oversight of community activities in the annual EpiC Uganda work plans.
- Collaborates with local partners and the Ministry of Health (MOH) at the regional level to design, implement and monitor community activities including but not limited to deploying and equipping of newly trained CHEWs.
- Works with the Regional Team Lead and Senior Technical Specialist for Community Health Services to support the provision of logistics support to CHEWs across target regions in collaboration with EpiC Uganda finance staff, ensuring timely and accurate payments while maintaining comprehensive financial records and compliance with donor requirements.
- Supports District Local Governments and MOH to develop and implement roadmaps for gradually transitioning CHEWs logistics support responsibilities into Government of Uganda planning, budgeting cycles, and payroll systems.
- Supports CHEWs in effectively utilizing electronic Community Health Information System (eCHIS) and standard MoH data documentation tools, ensuring accurate reporting of service delivery data and community-level health outcomes.
- Contributes to the writing of timely and accurate technical reports to FHI 360, the project donor, and government stakeholders as appropriate.
- Contributes to the achievement of high-quality results in accordance with the targets identified in the work plan.
- Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
- Works with regional team to ensure that activity timeframes and budgets are met, and products are reviewed and finalized.
- Contributes to developing lessons learned from activities related to community-level services within EpiC Uganda and applying these lessons to improve both existing programs and the design of new programs.
