In the Democratic Republic of Congo (DRC), women's health is a societal issue. Beyond the general lack of access to healthcare due to insufficient infrastructure, qualified personnel, and the distances they must travel, women and girls are also victims of the normalization of rape in society. This is why Doctors of the World has been present there for several years.

Today, Doctors of the World implements development and humanitarian projects in the South Kivu province to help ensure access to healthcare for the most vulnerable populations, particularly those affected by armed conflict. To achieve this, our teams work hand in hand with health authorities, civil society, and communities using a nexus and localized approach.

In the current humanitarian crisis conditions in the DRC, Doctors of the World teams are focusing particularly on access to quality health services for internally displaced persons, women, children and survivors of gender-based violence, including sexual violence, in Bukavu, Uvira, Lemera, the Fizi Highlands and Kalehe.

Context and mission:

JOB OBJECTIVES AND ROLE

Under the supervision of the Coordination Accountant /Bukavu, the coordination cashier will have the main role of: keeping the cash, safe and advance journals and books, as well as managing the petty cash at the Bukavu coordination office.

TASKS AND RESPONSIBILITIES

   RESPONSIBILITIES:

  • Ensure the proper handling of the cash register and collaborate in the efficient management of cash flow in compliance with the purchasing procedure and the validation process.
  • Ensure the archiving of supporting documents
  • Ensure the granting and monitoring of operating advances
  • Ensure compliance with external and internal procedures
  • Ensure compliance with financial security rules in the execution of all cash transactions.
  • Ensures that files are complete and that all signatures in the validation process are present before any payment is made.
  • Ensure the scanning of accounting documents for the coordination

Key Deliverables

The tasks of the Bukavu coordination cashier are defined as follows:

  • Establish the statement of liquidity needs in consultation with the Accountant Coordination /Bukavu
  • Carry out disbursements and advance payments, in accordance with established procedures.
  • Keep a record of advances
  • Keep cash and safe ledgers by currency
  • Follow up on advances granted in conjunction with the Accountant Coordination /Bukavu
  • Ensure that all required authorizations are obtained before any disbursement.
  • Record accounting entries in the cash, safe, and advance journals.
  • Exchange currency at the request of one's line manager
  • Check cash balances daily and report any discrepancies to your supervisor.
  • Ensure the scanning of accounting documents for the coordination team and send the physical documents and the scanned version to the Compliance Officer.
  • Archive the accounting appendices of the Coordination according to the procedure of Doctors of the World Belgium.
  • Verifies medical invoices based on agreements signed with medical facilities.
  • Ensuring the security of your cash register and the confidentiality of information
  • Conduct a daily inventory of your cash register before the end of the day.
  • Enforce the cash register's opening and closing times

Essential Qualities

Essential Qualities
  • Minimum 2 years of relevant professional experience in cash management within a humanitarian NGO
  • Good knowledge of the basic policies and procedures of the fund
  • Strong organizational skills (task planning, meeting deadlines, sense of priorities, initiative, etc.);
  • Good knowledge of computer tools, and in particular of Windows software and the MS Office suite;
  • Proficiency in French and Swahili;
  • Knowledge of SAGA software is an asset;
  • Good communication skills.
