Job Description

In response to needs and within the framework of its technical expertise, HI has been operating in the DRC since 1995 in many sectors and is a recognized player in humanitarian assistance and logistics.

In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.

In Kasai and Kasai Central, initially engaged in development activities, HI has intervened since the 2016 crisis on Food Security projects (Cash modality then support for agricultural production) and is currently involved in an economic inclusion and inclusive education project.

In North Kivu, to date, the Goma base is implementing several projects:

A mobile mental health clinic project (ECHO)

An emergency response project (CDCS) in primary health care where HI intervenes through the mental health component integrated with stimulation therapy for children with severe acute malnutrition (SAM) and their families.

An integrated rehabilitation project combining stimulation therapy and mental health (RIMSCASSA-GFFO)

An ATLAS Logistics storage project with possible deployment of transport activity.

HI's multi-year operational strategy for the DRC is being renewed; it will have to take into account the new challenges related to the internal and regional political context.

The year 2025 will therefore be devoted to the development of the new strategic cycle 2025-2027, to the definition of new axes and priorities with reflections focused in particular on emergency response capacities, protection, economic recovery, and the improvement of access to care and rehabilitation services in the DRC.

Key Deliverables

Mission 1: Strategy and Management

  • Ensures the monitoring and reporting of cash flow and legal risks to its hierarchical and functional lines and contributes to their mitigation.
  • Participates in strengthening the skills of partners in the field of cash management.

Mission 2: Standards and Expertise

  • Deploys all of HI's cash management policies, processes and tools within its scope.
  • Complies with the General Data Protection Regulation (GDPR).
  • Contributes to internal control within its scope and implements identified corrective actions.

Mission 3: Operational Implementation

Responsibility 1: Makes payments and advances

  • Collects and disburses money from the tills under his responsibility and records the transactions in a cash book.
  • Make the payments, record them in an advance book and settle the advances.
  • Regularly check the consistency of the cash balance(s) with the cash and advance books.
  • Ensures the availability of cash in the tills and alerts the treasurer in case of risk of shortage.
  • Prepares checks and wire transfer orders, submits them to bank signatories and keeps a copy.
  • It tracks the number of available checkbooks and anticipates renewal needs.
  • Respects security and safekeeping procedures for funds and alerts his/her supervisor in case of an incident.
  • Performs cash inventories and informs the accountant of all outstanding advances at the time of closing the accounts.

Responsibility 2: Ensures the quality and availability of supporting documents

  • Checks the admissibility of supporting documents with regard to HI rules and the country and transmits these supporting documents to the accountant for registration in the accounting Information System (IS) and archiving.
  • Follow the advances and their supporting documents.
  • Prepare the supporting documents requested by internal and external auditors.

Mission 4: Promoting the profession

  • Contributes to the development of the professional sector within its scope by participating in the exchange of practices for the improvement of standards and their proper use.

Mission 5: Emergency Preparedness and Response

  • Contributes to the program's emergency preparedness activities and, during an emergency, adapts its working methods to contribute to an effective HI humanitarian response.

Essential Qualities

Essential Qualities
  • Hold a university degree in administration, economics or other related fields.
  • Professional experience in a similar position within an INGO of at least 2 years,
  • Cash register operation proficiency : Knowing how to record payments and give accurate change
  • Knowledge of security procedures related to handling money : Be vigilant to avoid errors or fraud.
  • Proficiency in computer tools (Word, Excel, Outlook, Internet),
  • Good knowledge of local languages ​​for better interaction.
