World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2026-2030 seek to reach 2.5 million of the most vulnerable children. This is done through programming in Child Protection, Education, Nutrition and WASH, and Poverty Alleviation (Resilience and Livelihoods).

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Camp Education Coordinator, joining an established and experienced team. It will be based in Mahama, Nyabiheke & Kiziba Refugee Camps, and will report to the Education in Emergency Manager.

Purpose of the position:

To effectively coordinate the implementation and monitoring of quality education among refugee camps in Early Childhood Development (ECD), Primary and Secondary Education, Special Needs Education (SNE) and Out of School Children (OOSC) for the improvement of the lives of the most vulnerable children. The role will also include data management as well as strengthening coordination with UNHCR and other partners in the Education and Emergency sector. The role holder will take the lead in representing World Vision Rwanda’s Education in Emergency program externally and will participate in all coordination and coalitions with the aim of expanding WV Rwanda Education in Emergency program.

Major activities Resource Acquisition

  • Provide technical support in needs identification and assessment in the area of the education in emergency program. 
  • Provide technical support in resource acquisition and project design related to education in emergencies. 
  • Write all technical sections in education proposals, design the activities per output, and ensure the costing of these activities in coordination with finance teams 
  • Contribute to the expansion of WV’s education sector portfolio. 
  • Contribute to “go/no go decision’ for project location and resource allocation

Technical Leadership and Technical input 

  • Develop sector-specific technical approaches/Technical program, implementation guidelines and tools and promote implementation 
  • Coordinate the implementation of the WV Rwanda Education in Emergency project, including identifying ongoing priority areas, 
  • Ensure that sector budgets are aligned to project designs and Implementation plans, 
  • Provide relevant technical advice to WV Rwanda on Education in Emergency technical issues, 
  • Alignment of the program with national, donor, partnership and government strategies
  • Sharing best practices, scale up in the operational areas 
  • Ensure that the Education in Emergency project adheres to set standards (Donor, MoE, Government, Education cluster, etc.), 
  • Ensure integration with other sectors and departments to optimize resource use and program impact,
  • Provide technical support during project implementation to ensure the project meets or supersedes established standards. Possibly contextualize international Technical Models to the context of WV Rwanda (such as Literacy Boost). 
  • Ensure compliance with donor requirements during project implementation 
  • Maintain an adequate supply of educational materials. 
  • Coordinate with UNHCR and the WV Rwanda supply chain department and ensure that education supplies are procured/delivered in a timely manner.

Quality Assurance 

  • Ensure technical program quality through the implementation of project review systems, World Vision’s DME guidelines and policies, and donor requirements; 
  • Ensure the availability of data whenever it is required 
  • Undertake periodic project monitoring and technical backstopping 
  • Support Quality Assurance Team in developing indicators, targets, measurement frameworks and monitoring plans; provide technical input for ToRs for country-level and project assessments and evaluations.
  • Review draft assessment and evaluation reports to ensure technical quality. 
  • If needed, participate in (Interagency Rapid Needs) Assessments. Review donor reports to ensure technical quality
  • Compile weekly, monthly, quarterly and monthly report for Disaster Management department 
  • Ensuring quality programming in education in emergency program
  • Achievements under the Education Sector are on track 
  • Evidence of impact for WVR’s contribution to education in emergency

Engagement and Networking 

  • Pre-position WV Rwanda for increased funding by effective representation with relevant stakeholders, especially Cluster donors, partner I/NGOs and technical working groups to profile WV and influence decisions. 
  • Represent WV Rwanda in sector-specific national, regional and global forums deemed necessary for quality programming and profiling WV Rwanda with donors.
  • Oversee regular programming and coordination meetings between the Sector Specialists. 
  • To actively engage with various education networks within and outside the partnership (child rights, gender, peace and reconciliation) and regularly update the national office. 
  • Ensure representation on relevant education cluster and technical working groups to profile WV Rwanda and influence decisions.

5%Information Management:Support keeping accurate and up-to-date records of all programme documents, resources, lessons and good practices, and facilitate their circulation and use within the NO, across the partnership and with partners.
  • The education database is established and updated on a monthly and quarterly basis. 
  • Best practices, lessons learned, and achievements are documented and published 
5%Building Partnerships:Building Partnerships: Pursue and develop meaningful and formal partnerships with Government, UN agencies, NGO’s, research institutes and other community stakeholders that will compliment WVR Livelihoods program. 
  • WVR Education in Emergency is well connected with key partners
  • Good representation on provincial and national levels, as agreed with the respective supervisor
  • Provide support office/donors partner’s vital program information, documentation, stories and reports on a timely basis.

Essential Qualities
Required Professional Experience
  • At least 5 years of professional experience (of which 3 years are in Education in Emergencies). 2 Years of experience working with Refugee Communities will be an advantage;
  • Demonstrated experience in project management;
  • Demonstrated experience in capacity building, project design and budget management. 
  • Strong understanding of Refugee operational context. 
  • Experience in working and coordinating with the Government of Rwanda and other stakeholders. 
  • Strong interpersonal, intercultural and communication skills. 
  • Excellent analytical and written skills, and good computer skills. 
  • Fluency in English, with strong English writing skills. 
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transition. 
Required Education,training, license,registration, andcertification
  • Bachelor’s degree in education, social work, social sciences or related discipline.If a foreign institution issued the degree, an equivalence certificate from the Rwanda Higher Education Council (HEC) will be required)
Preferred Knowledge and Qualifications
  • Experience in working with International NGOs that focus on children 
  • Working with children, especially those in early grades of education, is an added advantage 
  • Experience working in Education in Emergencies 
  • Working experience in community development.
