Position Summary
The Butaro Hospital Construction Project Lead is a senior role responsible for leading the planning, design, and implementation of the Butaro Level II Teaching Hospital expansion project. The PL will serve as the PIH’s primary point of responsibility and coordination throughout the entire project life cycle—from inception of the master plan and schematic design through design development, construction documentation, procurement, construction, commissioning, and project closeout.
The PL will ensure that the project is technically sound, locally feasible, financially realistic, well-coordinated across all stakeholders, and delivered on time, on budget, and to a high technical standard. This role requires a highly organized, proactive leader with strong communication skills, deep experience in capital construction projects, and the ability to manage multiple international and local partners.

- Serve as the primary liaison between PIH and the design firm selected to do programming, master planning, and schematic design.
- Coordinate closely with the PIH’s in-house infrastructure manager, architect, civil engineers, and operational teams.
- Ensure that design concepts are realistic, locally buildable, cost-aware, and aligned with clinical needs, national regulations, and MOH guidance.
- Manage planning workshops, stakeholder engagement, and approval processes.
- Track Deliverables, schedule, risks, decisions, and documentation
- Work with the design team to develop order-of-magnitude cost estimates for each project phase and develop a project phasing plan, identifying priority buildings and sequencing. Adjust scope, schedule, and phasing to match available funding
- Support the procurement process of the design firm selected to do design development (DD) and construction documents (CD), the project management firm (FIDIC engineer), and the construction contractor
- Oversee the DD/CD consultant and coordinate design reviews to ensure: adherence to the design intent, compliance with local codes, and realistic detailing for local contractors and materials
- Oversee the project management firm (Engineer / FIDIC Supervision Consultant).
- Provide frequent on-site supervision throughout the construction process
- Coordinate relationships between PM firm, contractor, suppliers, and design consultants.
- Review and approve project management plans, site logistics, QA/QC processes, and coordination with hospital stakeholders.
- Lead monthly progress reviews, site meetings, and reporting to PIH leadership.
- Monitor schedule, budget, risks, and contractual compliance.
- Ensure change orders are justified, documented, and controlled.
- Maintain an integrated project schedule, risk register, and decision log
- Oversee commissioning and testing of building systems.
- Ensure training of operations, maintenance, and clinical teams.
- Lead final inspections, closeout, permitting, and handover documentation.
