The Base Manager is responsible for supervision, coordination, management, and representation. The Base Manager ensures the smooth operation of the office by coordinating and supervising daily operations, anticipating base needs, supporting program activities, supervising field teams, managing material and financial resources, managing security aspects, and ensuring Mercy Corps' integration within local communities and with administrative authorities. They are responsible for ensuring the application and respect of the Code of Conduct and all Mercy Corps policies by all staff working in their area of responsibility. Key Responsibilities: Ensure the effective management of the base through the supervision of Operations (administration, logistics, procurement, finance, and human resources) to best support program activities in a comfortable and professional working environment. Support the monitoring of the security context and provide decision-making leadership for security clearances up to the "High" risk level. Provide daily support for program implementation and monitor activities carried out from their base of operations. Human Resources and Logistics: Supervise all logistical transactions, including asset management, small equipment, vehicles, and vehicle consumables (fuel, lubricants, and spare parts). Supervise the preparation of monthly logistics reports (store inventory, fuel consumption, maintenance, and repairs), verify their accuracy, and ensure their timely submission. Ensure the proper management and maintenance of vehicles, supervise travel and fuel management. Ensure that movements to and from the base are well planned and executed. Ensure that all team members understand and comply with Mercy Corps policies, the organization's Code of Conduct, and internal regulations. Supervise base operations personnel, working closely with department heads, and organize their annual performance reviews. In close collaboration with managers based in Kinshasa,follow the technical staff of the program to support the quality and smooth running of activities b. Supply and Finance Support: Engage with program managers to monitor the supply plan for their base. Validate local purchase requests according to their level of authority (see Authority Matrix). Oversee the smooth operation of the supply chain and ensure the base is resupplied on time. Ensure continuous communication between the program and logistics to guarantee proper planning of all purchases. Ensure maximum use of framework agreements at their base. Ensure that all contracts and contractual conditions are respected by the supplier and Mercy Corps and that they comply with local legislation. Ensure that procurement procedures are followed in accordance with Mercy Corps' FP3 policy requirements and ensure that purchases are made ethically. Support and facilitate cash transfers from the country office to the field as needed, in close coordination with the Finance Manager. Ensure that finance staff at the base comply with Mercy Corps regulations, policies, and procedures, and conduct themselves professionally in all circumstances. Participate in financial staff evaluations at their base in conjunction with the financial managers in Goma. C. Security In coordination with the Senior Security Officer: Maintain daily contact with security managers in Kinshasa and/or Goma and with their supervisor for the planning and authorization of movements. Receive, inform, and assist Mercy Corps visitors in their area of operation. Ensure that all team members understand and comply with Mercy Corps security policies. Monitor the security context and situation, including maintaining regular contact with the authorities in their area. Participate in security meetings, including OCHA and INSO, and provide Mercy Corps management with regular reports on the security situation. Ensure the proper performance of the security company contracted for the protection of the office. With the support of the security managers in the DRC, develop and implement a local security plan, including a contingency plan for the base. 2.Support the implementation of programs in close collaboration with the area program manager. Create a work environment and atmosphere that promotes effective program implementation and ensure good relations between staff from different departments. Coordinate the development of work plans for the support team in their area of activity to ensure consistency with the program team's work plan. Ensure adherence to the common schedule by base team members. Supervise the implementation of activities, only at the request of the line managers of the base program staff. Organize weekly coordination meetings between all base departments. Maintain fluid and regular communication (at least once a week) with the technical line managers of the base program staff. Coordination, Representation, and Administration: Represent Mercy Corps to local authorities, religious leaders, donors, UN agencies, national and international NGOs, and other relevant stakeholders in the area of responsibility. Become familiar with all aspects of the programs to be able to represent Mercy Corps to stakeholders in the intervention area and ensure the relevance of the activities carried out. Develop and maintain working and coordination relationships with relevant organizations (NGOs, associations, government agencies, etc.) in the various sectors of interest to Mercy Corps.
