Job Description
The Economic Development and Recovery (EDR) Assistant will work under the direct supervision of the Economic Development and Recovery Officer. The main objective of the EDR Assistant's position is to contribute to the planning, implementation, monitoring, and evaluation of the economic component activities of the integrated response project to promote the protection and resilience of returnees in Burundi. They will also be responsible for establishing Village Savings and Loan Associations (VSLAs) and implementing the Economic and Social Empowerment (EASE) approach, as well as supporting returnee associations/cooperatives in conducting economic activities. They will work in collaboration with relevant government authorities, civil society organizations, and farmers' associations/cooperatives to implement the economic component activities of the project and will be the IRC's first point of contact in the project province.

- Work closely with ERD Community Facilitators to ensure that beneficiaries are supported in accordance with defined principles and standard operating procedures;
- Working with partner staff to ensure that vulnerable repatriated cases are treated as a priority;
- Support mobile data collection activities at intervention sites and in the host community;
- Collaborating with authorities and community leaders to integrate program objectives and achieve proposed targets;
- Work closely with the ERD officer and partner in planning and organizing training sessions for refugees/especially young people identified in cash for work;
- Develop, in collaboration with the AVEC committees, detailed work plans for the implementation and development of members' activities;
- To monitor all agricultural activities and environmental protection on a daily basis ;
- To provide, by ensuring quality control of agricultural entrepreneurship activities in target communities;
- Ensure that data collection tools are used appropriately and that data is recorded and analyzed within the prescribed timeframes;
- Ensure that activities are implemented on time and satisfactorily;
- Facilitating the connection of young entrepreneurs with AVECs;
- Conduct regular supervisory visits to target communities.
Support for entrepreneurs, including youth groups, in marketing:
- Working with ERD Facilitators to provide technical support to refugees and other community members who support entrepreneurship;
- Supporting the development of income-generating activities for beneficiaries;
- Monitor the programming activities of conditional cash transfers;
- Provide technical support to the FC to work with entrepreneurs by promoting activities geared towards supporting agricultural value chains and environmental protection;
- Plan and organize, with the support of the economic recovery and development officer, and the partnership officer, training sessions for groups of entrepreneurs, according to the IRC's "Learn to Win: L2E" approach;
- To sustainably connect individuals, entrepreneurs, with financial institutions and to monitor the execution of individuals' income-generating activities;
- Supporting the planting of agroforestry trees on the site and in the host community;
- Facilitating the participation of entrepreneurs in events that can facilitate their connection to main and local markets;
Human Resources Management:
- Provide direct supervision of the project's Facilitators/ERDs;
- Conduct the review of FC performance and ensure the management of the performance cycle;
- Participate in identifying training needs and training opportunities for the FC;
- Contribute to building the program team by promoting team spirit and strengthening cohesion among community facilitators and community structures.
Professional Qualifications

| Community Development | Hold a degree in sociology, economics, community development and/or any other related science; You must have at least 2 years of experience in implementing economic activities with communities; Having worked for at least two years with a humanitarian and/or development organization; Ability to communicate and develop good working relationships with other IRC staff; Good communication and writing skills in French and Kirundi; Ability to work in a team and with less supervision; Knowledge of software such as Word, Excel, Outlook, etc. Having the ability to withstand stress and work under pressure and in difficult conditions; Strictly adhere to IRC's Child and Adult Safeguarding Policy and all other policies, including those relating to security and fraud prevention; Commit to respecting and implementing IRC Safeguarding policies. |
