Background

The Norwegian Refugee Council (NRC) is an international non-governmental organization of Norwegian origin, present in more than 25 countries worldwide. It has been active in the Democratic Republic of Congo since 2001. Its programs in the country focus on education, rapid response to population movements (RRM), protection and humanitarian mediation, shelter, water, hygiene and sanitation (WASH), information, counseling and legal assistance (ICLA), as well as food security and livelihoods (LFS) for displaced populations, returnees and host communities.

NRC is seeking a Shelter Manager to be responsible for the design, development, and implementation of Shelter activities in the Ituri provinces and eventually in North Kivu and South Kivu in the Democratic Republic of Congo. The Shelter Manager will manage the Ituri Shelter team.

Key Deliverables

  • Act as the focal point for all shelter and infrastructure related activities in both areas, while ensuring their high-quality technical implementation;
  • Leverage internal resources and capabilities to deliver NRC's positioning in assessments and response planning in a harmonized and coordinated manner;
  • Determine operational objectives, evaluate the performance of activities and provide solutions to improve their quality.
  • Develop or update sector tools.
  • Actively contribute to the development of project proposals, budgets, project amendments or reviews and reports, ensuring a high level of technical quality at each stage of the process;
  • Coordinate the construction processes of school and community infrastructure at all levels: area, field, specialists, local authorities and all other stakeholders. Ensure the different stages from the identification of needs and the feasibility study, to the technical proposal, the tender procedure, the drafting of the service contract/or protocols and the verification of the constraints/legal procedures of the construction works and the acceptance of the works.
  • Support the monitoring and evaluation of programs and the monitoring of indicators in collaboration with project teams and the Monitoring and Evaluation department;
  • Represent NRC to relevant stakeholders and technical departments, as well as in relevant humanitarian coordination meetings in the areas.
  • Actively promote and operationalize synergies between the Shelter program and other programs in order to move towards integrated programming with WASH/Education/ICLA/HLP and maintaining the promotion of clean energy for a better environment.
  • Provide support for recruitment processes.
  • Contribute to the implementation of minimum standards for safe and inclusive programming across programs, through capacity building, guidance and interdepartmental engagement.
  • Ensure staff capacity building and transfer of key skills (Improve innovative vision, and capacity building on market-based approach).

Essential Qualities

Essential Qualities

Professional skills for this position:

  • Minimum 3 years of experience in an area of technical expertise in a humanitarian/recovery context.
  • At least 2 years of expertise in the Shelter field (as a project manager or similar responsibilities).
  • Documented results related to position responsibilities.
  • Master's degree or equivalent in a relevant field of civil engineering (construction), architecture, construction or a related area of expertise.
  • Experience working in complex and volatile environments.
  • Knowledge of one's own leadership skills/profiles.
  • Fluency in French, both written and spoken. Fluency in English is an asset.

Context-specific skills, knowledge and experience:

  • Knowledge of the Eastern Congo region.
  • Experience in building team capacity.
  • Experience in emergency projects is required.
  • Previous experience with emergency donors and at least one UN agency, BHA, etc. is required.
  • Technical knowledge and experience of the behavior change process in a humanitarian context.
  • Technical knowledge and experience of the community engagement process in a humanitarian context.
  • Experience in construction and water distribution system in a complex hydrogeological context is desirable.
  • Experience in shelter work in a humanitarian context is required.
  • An understanding of SPHERE minimum standards in the shelter / NFIs sector (CVA in kind) and sanitation aspects is required.
  • Experience working with local partners (localization).
