Context

This action is part of the “Project to Support the Conservation of Ecosystems in the Ruzizi River Basin (PACECOR)” financed by the European Union (EU).

The overall objective of this project is to “Promote the conservation and enhancement of biodiversity and sustainable and equitable socio-economic development in Burundi”, and its specific objective is to “Protect and enhance the ecosystem services of the Rusizi River basin”.

It is in this context that Enabel is actively seeking a Field Officer for Integrated Water Resources Management (IWRM) and Watershed Protection (PBV) who will be responsible for supporting the project in carrying out its mission.

 

Purpose of the function:

The general objective of this recruitment is to contribute to the efficient implementation of various activities related to the theme of erosion control and protection of BV and water resources. Specifically, he/she will actively participate in:

  • Implementation of erosion control activities and protection of watersheds and water resources (30%)
  • On-site monitoring of ZOA subsidy agreement activities and technical support for other PACECOR agents in their daily work to achieve objectives (50%)
  • Data collection and support for planning, monitoring and evaluation and reporting, in conjunction with the PACECOR monitoring and evaluation officer (20%)

Key Deliverables

  1. Implementation of erosion control activities and protection of watersheds and water resources
  • Contribute to the implementation and quality assurance of surface water management actions (in the sense of water protection and conservation), in particular the fight against water erosion by the development of thalwegs, ravines and watercourses through physical protection works and plant plantations.
  • Participate in dialogues with other TFPs and decentralized technical services as part of the harmonization of approaches to be followed and implemented.
  • Contribute to the organization and supervision of actions to protect, restore and expand forest cover.
  1. On-site monitoring of the activities of the ZOA subsidy agreement and technical support for other Agri-Environment Program agents in their daily work to achieve the objectives
  • Support the development of development plans for sub-BVs.
  • Support capacity building for local stakeholders, particularly decentralized technical services (STD) and relevant local authorities, in terms of watershed protection.
  • Contribute to the supervision of actions to protect, restore and expand forest cover.
  • Contribute to the establishment of forest management groups (GGF) and sub-watershed management committees (CGSBV).
  • Contribute to the supervision of the establishment and maintenance of Catchment Protection Perimeters (CPPs), in close connection with component 3 of the Dukingire Ibidukikije Program.
  1. Data collection and support for planning, monitoring and evaluation and reporting, in conjunction with the PACECOR monitoring and evaluation officer
  • Collect and/or compile all field data relating to interventions in watersheds with a view to preparing activity reports and thus participating in feeding the database of the IWRM and PBV component of the Agri-environment Programme.
  • Participate in the preparation of progress/activity reports relating to achievements in the watersheds.
  • Maintain ongoing information updates to feed M&E systems and assess portfolio/intervention performance.
  • Keep up to date the factual data and all other information relating to the realities on the ground (evidence) which will guide decision-making.
  • Ensure ongoing monitoring of activities.
  • Feed databases allowing digital and up-to-date information management.
  • Assist in the correct scientific monitoring of achievements.
  • Contribute to planning, formulation preparation and evaluations.

Essential Qualities

Essential Qualities
  • Have a university degree in Agricultural Engineering or Rural, Water and Forestry Engineering or equivalent;
  • Have a minimum of 3 years of experience in water resources management or in anti-erosion control for the integrated and comprehensive protection of watersheds (the field of the final year project subject and/or the field of professional experience may be taken into account if it is deemed relevant in the targeted field);
  • Have experience in setting up check-dams or installing rainwater harvesting systems (RWHS);
  • Be sensitive to rural development issues;
  • Have a good command of IT tools and mainly Excel spreadsheets;
  • Have a good command of the Kirundi and French languages;
  • Demonstrate the ability to work in teams, analyze and solve problems, make decisions and take initiatives;
  • Be sensitive to the issues of gender, soil protection against erosion, promotion of biodiversity and the environment in general;
  • Have a motorcycle license to travel on the ground;
  • Asset: Experience with GIS software (QGIS, or ARCGIS) and use of satellite images.
  • Very good oral and written communication skills in French and Kirundi,    
  • Knowledge of English an asset
