The Kinshasa agency is seeking a project management expert to support the identification, implementation, and monitoring of programs and projects in the areas of environment, biodiversity, and agriculture. The expert will be part of a dynamic team based in Kinshasa, Democratic Republic of Congo (DRC), and will be essential in coordinating actions with teams at headquarters and external stakeholders.
Position Objectives The expert will be responsible for:
- Identify and formalize relevant programs and projects, in line with the agency's strategic priorities;
- Manage/contribute, in collaboration with the Project Team Manager and the Agency Management, to the process of examining new AFD projects and grants in the environment, agriculture and biodiversity sector.
- Monitor the execution of projects;
- Facilitate sectoral and thematic dialogue at the national level with the various partners and stakeholders.
- Carry out the Agency's sectoral issues and be the technical interface with the ARB division on dedicated issues.

Under the general coordination of the Management of the French Development Agency in Kinshasa (AFD-Kinshasa), under the responsibility of the Head of the Infrastructure and Biodiversity Division, the Rural Development and Forestry Project Manager will have the following main responsibilities:
1) Monitor projects in progress in conjunction with the geographic, technical and legal departments of the headquarters as well as with local partners and project owners:
- Participate in the implementation of technical cooperation programs or actions;
- Monitor procurement (i.e. quality control of the recruitment of companies and consultants by the Contracting Authorities, management of AFD purchasing procedures for services recruited directly by the agency) and prepare disbursements;
- Organize and support project supervision and monitoring missions;
- Contribute to the organization of operational and institutional communication on these projects.
2) Contribute to the identification and instruction of new operations to be financed in the sector(s) concerned:
- Participate in prospecting/origination, identification, development of feasibility studies and implementation of new projects, particularly in the environment, agriculture and biodiversity sectors;
- Develop new customer relationships.
3) Participate in dialogue and sectoral monitoring
- Ensure sectoral monitoring, follow national policies and contribute to the definition of the sectoral intervention strategy;
- Take part in sectoral dialogues and working groups in conjunction with local authorities, other donors, and NGOs and companies in the sector;
- Represent the AFD vis-à-vis national authorities, service providers and other technical and financial partners. Regarding the specific management of the CAFI and Conservation portfolio, the expert will have to supervise initiatives related to conservation and CAFI.
- Manage and monitor the implementation for the Agency of financing contracts and agreements signed between AFD and CAFI/FONAREDD and other donors and partners;
- Ensure the management of initiatives and subjects related to CAFI and Conservation within the Agency;
- Implement and maintain a quality dialogue with CAFI and conservation partners for the smooth running of programs.
- Identify major issues on initiatives in this framework and propose elements of response and adjustment.

Qualifications and Professional Experience: The candidate must hold a degree in management, project management, sustainable development, environment or a related field. Proven experience in project management, ideally in the environmental or agricultural sector. - Experience sought: At least 10 years of proven experience in project management, ideally in the environmental (biodiversity) or agricultural sector. Having worked in an international environment as a project manager and at least in an international development finance agency in the context of financial cooperation and in the management of CAFI projects would be an asset. Having worked in at least one project having had to manage relations with government agencies or ministries. Technical Skills: - In-depth knowledge of regional and national sectoral issues and policies. - Good knowledge of FONAREDD/CAFI procedures in project and program management; - Ability to structure and formalize projects and donor financing, particularly CAFI. - Solid knowledge of procurement procedures and international regulations applicable in projects financed by agencies such as AFD, EU, AfDB, WB or EIB. - Mastery of project monitoring and evaluation methods, with an emphasis on budget management, financial execution and risk management. Cross-functional skills: - Proven project management skills: planning, coordination, monitoring and evaluation, report writing; - Good analytical and writing skills in French; - Excellent negotiation and stakeholder management skills to establish and maintain successful relationships with project owners, inspection offices, and other industry partners. Language and computer skills: - Excellent command of spoken and written French. Fluency in professional English would be an asset for interactions with international partners; - Mastery of common office tools (Word, Excel, PowerPoint).
