CONTEXT:
Handicap International has been operating in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and logistics.** In Goma,** several projects are underway, including:
- Mobile Mental Health Clinic (ECHO) : This project aims to provide mental health services to vulnerable populations through mobile clinics;
- Primary Health Emergency Response (CDCS) : HI intervenes in mental health integrated with stimulation therapy for MAS children and their families;
- Integrated Rehabilitation (RIMSCASSA-GFFO) : This project combines stimulation therapy and mental health for a complete rehabilitation;
- ATLAS Logistics Storage : Storage project with possible deployment of transport activity.
In Kinshasa, HI is implementing multi-year development projects on the following themes:
- Physical and Functional Rehabilitation;
- Maternal and Child Health;
- Inclusive Education;
- Inclusive Governance.
In Kasai and Kasai Central, HI, initially engaged in development activities, has been involved in food security projects since the 2016 crisis, using the cash method and then supporting agricultural production. HI is currently working on an economic inclusion and inclusive education project. HI's multi-year operational strategy for the DRC is currently being renewed and will have to take into account new challenges related to the internal and regional political context. are valued.

The position, based in Goma, reports to the Program Director.
The HAS Manager is in charge of a team currently made up of 4 people (1 senior HAS, 2 HAS officers and 1 radio operator) all based in Goma.
Its area of intervention is the DRC (including Kinshasa, Mai Ndombe, Kasai and North Kivu).
The person's objective during their mission will be to support the nationalization of the position.
In this regard, strengthening the capacities of his team will be one of his priorities.
Mission 1: MANAGEMENT:

Mission 2: STRATEGY:
- Contributes to the development and implementation of the operational strategy (StratOp) on the Access and Security component.
- Responsible for translating the StratOp into action plans (HAS part), monitoring implementation and adjusting if necessary.
Mission 3: STANDARDS AND EXPERTISE:
- Develops, implements and updates HI's security system.
- Ensures the application of HI's security policy and new directives.
- Develops a learning system based on acquired experiences.
- Represents HI on security issues (forums, operational and strategic alliances).
Mission 4: OPERATIONAL IMPLEMENTATION:
- Context monitoring, strengthening acceptance and humanitarian access: Monitors and analyses the humanitarian context, develops the network of informants, proposes adaptations to operating methods, ensures the mapping of the areas concerned, supports the program's access strategy;
- Operational Security Management: Produces security analyses and recommendations, identifies risky activities, participates in operational planning, provides advice and guidance, conducts field security visits, ensures internal security coordination, participates in incident/crisis management;
- Capacity building and training in security and humanitarian access: Assesses training needs, implements a HAS training plan, ensures ongoing staff training, develops security culture, ensures security briefings, carries out regular security updates, promotes internal coordination.

TERMS :
