Job Ad & Profile Description

Position : Strategy Development, Monitoring and Evaluation Expert

The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Strategy Development, Monitoring and Evaluation Expert

The services included under this project are:  

  1. Strategy Development
  • Analyse ATAF member states strategic frameworks and plans to identify gaps and possible areas of improvement,
  • Support ATAF member states in developing comprehensive strategy frameworks and plans, including necessary documentation,
  • Support to develop strategic outcomes and activities,
  • Support in preparation of detailed and clear narratives of strategic outcomes, outputs, and related activities,
  • Advise on the baseline for each performance indicator,
  • Support in setting annual targets for each performance indicator,
  • Propose timelines for the implementation of different activities,
  • Develop training and capacity building materials on strategic management focusing on strategy development,
  • Provide training on strategy development to officials of targeted tax administrations.

 Strategy Monitoring and Evaluation

  • Support ATAF member states in monitoring and evaluation of strategic framework and plan,
  • Critical appraisal of existing monitoring and evaluation frameworks and advise on addressing identified gaps,
  • Develop monitoring and evaluation framework and making suggestions for improvement,
  • Review strategic plan’s performance indicators and facilitate developing new ones,
  • Evaluate strategic plans against set targets and planned activities and suggesting necessary adjustments,
  • Analyse annual action plans to critically assess the level of adjustment between strategic goals and annual activities,
  • Design and deliver training programs to build capacity and improve the skills of officials in African countries.

Required profile for job ad : Strategy Development, Monitoring and Evaluation Expert

The Individual expert is expected to have among others the following qualifications and key competencies:

  • A Master’s degree or equivalent in Strategic Management, Taxation, International Trade, Fiscal Studies, Economics, Business Studies, Accounting, Finance, or any other related field,
  • Minimum 5-10 years of demonstrated work experience in strategic management, strategy development, monitoring and evaluation,
  • Experience in the provision of technical assistance in strategic management, strategy development, monitoring and evaluation,
  • At least 5 years of demonstrated experience in undertaking similar work within the sub-Saharan region and have a broad understanding of the socio-economic dynamics of African countries,
  • Good knowledge of the customs and tax systems in Africa,
  • Good report writing skills,
  • Good communication and presentation skills,
  • Knowledge and use of virtual platforms for delivery of technical assistance,
  • Good command of the written and spoken English, and computer literacy,
  • Excellent strategic, analytical skills, ability to maintain confidentiality, and fluency in French and Portuguese are added advantage.
